ÜTS cosmetic notification: what Türkiye asks for before the sale.
In Türkiye a cosmetic product is not licensed; it is notified, in an online system called ÜTS, before it is first sold. The Responsible Person does the notifying, and a file has to exist behind it. This guide lists who notifies, what the system asks for, and what must be ready first.

01/ÜTS
What is ÜTS, and who notifies?
ÜTS is the Product Tracking System of TİTCK, the Turkish Medicines and Medical Devices Agency, and its national electronic database for cosmetic notifications. The Responsible Person notifies, before the product is placed on the market.
A manufacturer established in Türkiye is the Responsible Person. It may instead appoint someone established in Türkiye by written agreement.
For an imported product the importer is the Responsible Person, or someone established in Türkiye the importer appoints by written agreement.
A distributor who sells a product under its own name or trademark becomes the Responsible Person.
Article 16(1)
Sorumlu kişi, bir kozmetik ürün piyasaya arz edilmeden önce, ulusal elektronik veri tabanı aracılığıyla Kuruma aşağıdaki bilgileri bildirir
The Cosmetics Law is as short: notification is compulsory before the first sale, and a notification missing information or documents counts as not made. This is notification, not approval: the system records the product and its file, and the Responsible Person answers for it.
02/Sorumlu teknik eleman
What is a sorumlu teknik eleman? A named person who checks compliance.
It is a separate role from the Responsible Person, with its own article. The regulation says what the person is responsible for and who qualifies; it says nothing more about the job.
Article 7(2)
Sorumlu teknik eleman, piyasaya arz edilecek ürünün kozmetik mevzuatı, iyi imalat uygulamaları ve ilgili diğer mevzuata uygunluğunun kontrolünden sorumludur.
The role
The Responsible Person employs a sorumlu teknik eleman, the person who checks that the product meets the cosmetics rules and good manufacturing practice before it is placed on the market.
Who can fill it
The regulation names chemists, biochemists, chemical engineers, biomedical engineers, biologists, microbiologists and pharmacists.
Doing it yourself
A Responsible Person who has one of those qualifications may take the role personally.
In ÜTS
The company adds the sorumlu teknik eleman to ÜTS and signs the application; the person then confirms it from their own login, and only then is the registration complete.
Articles 7(1), 7(3) and 7(4) are the source; the ÜTS steps are from TİTCK’s guide, Article 8. When we are your Responsible Person in Türkiye, a chemist on our own staff holds this role (Expert services); the platform on its own does not.
03/The notification
What does the ÜTS notification ask for? Eight things in the regulation.
Article 16(1) lists them, and Article 16(2) adds the label. TİTCK’s guide shows the same data entered in three steps.
What the regulation lists
Product identity
The barcode, the product category and the product name or names.
Where the file is
The name and address of the Responsible Person, where the product information file is ready.
Origin
The country of origin, for imported products.
A contact person
The details of a real person to contact, if needed.
Nanomaterials
Whether the product contains any, with chemical names and the reasonably foreseeable exposure.
Listed substances
The name and CAS or EC number of substances classified as carcinogenic, mutagenic or toxic for reproduction, category 1A or 1B.
The formulation
The formulation with quantities as ranges, for medical treatment in an emergency.
Label and packaging
The original label, a Turkish label too when the original has no Turkish, and an image of the packaging.
How ÜTS takes it
Formulation
Added first, once, and then chosen for each product that uses it.
Product
Identifying data, formulation, declarations, import or manufacture details, label, packaging and images.
Application
Signed electronically. One application can carry up to five formulations.
The guide also asks for a GS1 barcode, different for each product, a safety assessment report among the declaration types, and the address of the product information file. The fee and the review time are not in the regulation or the guide, so this page gives none.
04/Before you notify
What must exist before? The company, the file and the label.
The notification is the last step, not the first. Five things have to be in place before the application is signed.
The company is registered
Registration comes first, in ÜTS and in TİTCK’s application system (EBS), both at the same time. The guide says to sign in with e-signature, e-Devlet password or mobile signature, take the company data from MERSİS or VEDOP, and attach the trade registry gazette.
The technical person is added
Step two of the registration: see the section above.
The safety report is written
Article 13(1) requires a safety assessment, with a cosmetic product safety report (ÜGDR), before the product is on the market. The report is one of the product information file’s contents.
The product information file is ready
Kept by the Responsible Person for ten years after the last batch, at the address on the label, in Turkish or English. Article 14(4). How to keep a PIF.
The label is final
Article 16(2) asks for the label as an image, so ÜTS needs the artwork as printed, not a draft.
05/What we prepare
Where does Unique Alphabet® come in? Before the notification.
The platform prepares what the notification rests on; it does not submit to ÜTS. The Responsible Person service in Türkiye, which we quote per scope, includes the ÜTS notification in our name.
Company details, and the assessor you record once.
Each document in its slot for the product, ready for the ten years.
A safety report draft in English and Turkish, from the formula.
The label read back against the rules of the EU, the UK and Türkiye.
06/After
What happens after you notify? The record stays open.
Notifying does not close the file. Changes go through ÜTS, and the file behind it stays current.
- The application shows a status: awaiting review, under review, reviewed, awaiting signature, rejected or withdrawn, as the guide lists them. A reviewed application has its decision in the application detail.
- Article 16(4): when anything notified changes, the Responsible Person updates it without delay.
- A formula change on an update needs a written reason; the first notification leaves it empty.
- The product stays on the file side too: keep the PIF and the report current as new information comes in. Regulatory Watch names the products a changed annex touches.
Questions about ÜTS.
What is ÜTS?
ÜTS, the Product Tracking System, is the online national database of TİTCK, the Turkish Medicines and Medical Devices Agency. Cosmetic products are notified there before they are sold, and actions are completed with an e-signature.
Who has to notify a cosmetic product in Türkiye?
The Responsible Person: the manufacturer if established in Türkiye, the importer for imported products, or someone either appoints by written agreement. A distributor selling under its own name also becomes the Responsible Person.
Is a sorumlu teknik eleman the same as the Responsible Person?
No. The Responsible Person employs the sorumlu teknik eleman, who checks the product’s compliance. A Responsible Person who is a chemist, biochemist, chemical or biomedical engineer, biologist, microbiologist or pharmacist may take the role personally.
Which documents does ÜTS ask for?
Barcode, category, product name, the address of the product information file, origin for imports, the listed substances, the formulation, and the label and packaging images. The safety report is a declaration type. Fees and review times are not published in the regulation or TİTCK’s guide.
Does Unique Alphabet® submit the notification?
Not from the platform. The platform prepares the file, the report draft and the label check. Our Responsible Person service in Türkiye includes the ÜTS notification in our name, and a chemist on our staff is the sorumlu teknik eleman.
