Is a CPSR a certificate? No. Here is what it costs.
A cosmetic product safety report (CPSR) is a report signed by a qualified safety assessor. No authority issues it, in the EU or in the UK. Its price depends on the formula, the data you already hold and who signs it.

01/Report, not certificate
Is a CPSR a certificate? No, it is a report.
Article 10 asks the Responsible Person to make sure the product has had a safety assessment and that a safety report is set up in accordance with Annex I. Nobody certifies the product; a qualified assessor signs Part B.
Article 10(1)
In order to demonstrate that a cosmetic product complies with Article 3, the responsible person shall, prior to placing a cosmetic product on the market, ensure that the cosmetic product has undergone a safety assessment on the basis of the relevant information and that a cosmetic product safety report is set up in accordance with Annex I.
Annex I, Part B ends with the assessor’s name and address, proof of their qualification, and the date and signature. The qualification is set by Article 10(2): a university course in pharmacy, toxicology, medicine or a similar discipline.
What is sold as “CPSR certification” in the UK is the same report. Great Britain’s version of the Regulation uses the same words in Article 10.
02/Price
What drives the price of a CPSR?
There is no set fee, because the work depends on the file. Seven things move the price.
The formula
How many ingredients, and how many have no published NOAEL and need more work from the assessor.
The product and its exposure
Leave-on or rinse-off, where it is applied and by whom. Products for children or for the eye area take more reasoning.
The data you already hold
Supplier specifications and safety data sheets, IFRA certificates for fragrances, stability and challenge test reports. Each missing document is work, and each missing test is a laboratory bill.
How many variants
How many shades, scents or pack sizes the report has to cover.
Who signs
The assessor’s time on Part B: the reasoning, the conclusion and the signature.
Keeping it up to date
Article 10(1)(c) asks for the report to be updated when relevant information appears after launch: a new supplier, a changed formula, a new annex limit.
The market
The language the authority reads (Article 11(3)); in Great Britain, English.
One provider publishes its prices. The figure below is theirs, with the page it comes from.
€550 to €720 per product, for the first year
Cosmeply, an Italian service, lists €720, €676 and €550 per product for plans of 10, 25 and 50 products. The first year covers a complete PIF with a signed CPSR, the CPNP notification and a label and claim check; maintenance from the second year is €240, €225 and €183 per product a year. Prices before VAT, with a 12-month commitment.
Our own services work by quote, not by price list, so this guide gives no other number.
03/Three routes
Three ways to get a CPSR, and what each one costs.
You pay for the work either way. The question is who drafts the report and who signs it.
A service writes it
A consultancy prepares the report and has it signed. Our Expert services prepare the product file for the EU, the UK or Türkiye, and in Türkiye we also have the safety report signed. There is no price list: one quote covers the whole job.
Software drafts, your assessor signs
Software derives Part A and lays out the draft; your assessor reviews it and signs Part B. In Unique Alphabet®, record your assessor once in Company Profile; their signature prints in Part B. Plans are on the Pricing page; the Free plan has one file for life, with no card.
Software drafts, the signature is a service
The draft comes from the platform. Without an assessor of your own, the signature is a service in Türkiye, quoted per file.
Software does the derivation; it cannot do the assessment. The CPSR guide draws the line.
04/The UK
A CPSR for the UK: what changes around it.
The report itself does not change. What changes is who answers for it, where it is notified and where the file is kept.
The same report
The safety assessment and the report follow the same Article 10 wording as in the EU.
A Responsible Person in the UK
The product needs a Responsible Person established in the UK; one in the EU cannot take the role there.
SCPN, not CPNP
The product is notified through SCPN before it is placed on the market.
A file in English, at the notified address
Under Article 11, the file is in English and kept at the address notified for it.
Questions about the cost.
Is there such a thing as a CPSR certificate?
No. Article 10 of Regulation (EC) No 1223/2009 asks for a safety assessment and a safety report set up in accordance with Annex I. A qualified safety assessor signs the report; no authority issues a certificate for it.
How much does a CPSR cost?
It depends on the formula, the data you already hold, the tests still missing and who signs. One provider publishes its prices: Cosmeply lists €550 to €720 per product for the first year, with a signed CPSR inside a complete PIF, before VAT.
Is a CPSR for the UK different?
The report follows the same Article 10 wording in Great Britain. Around it, the product needs a Responsible Person established in the UK, an SCPN notification and a file kept in English at the address notified for it.
Can software write the CPSR?
Software can derive Part A and lay out the draft. Part B, the assessment, is signed by a qualified assessor under Article 10(2). In Unique Alphabet®, your assessor signs the draft; without one, the signature is a service in Türkiye, quoted per file.
Does a CPSR expire?
It has no expiry date. Article 10(1)(c) asks for it to be kept up to date when relevant information appears after the product is on the market.
Draft the report, then have it signed.
