Commission Regulation (EU) 2026/909

Triphenyl phosphate, a plasticiser in nail polish, is prohibited. Benzyl salicylate and citral get limits by product type, from 4% for benzyl salicylate in fragrances, and both must be named on the ingredient list above 0.001% in leave-on and 0.01% in rinse-off products. Aluminium-containing ingredients get their own restricted entry with limits by product type. Water-soluble zinc salts are limited to 1% as zinc in other products, and DHHB may contain no more than 10 ppm of the impurity di-n-hexyl phthalate. Acetylated vetiver oil and four hair dyes are restricted, and ammonium silver zinc aluminium silicate is added as a preservative.
