Conditions · EU text

  • Face and hand products

    Max 1 %

From 1 February 2025 cosmetic products containing that substance and not complying with the conditions shall not be placed on the Union market. From 1 November 2025 cosmetic products containing that substance and not complying with the conditions shall not be made available on the Union market.

The EU entry is from the Commission’s CosIng file of 13 Oct 2026; Türkiye’s from the current annex text on mevzuat.gov.tr, read 2 Nov 2026.

Why. The reason behind the rule.

Kojic acid was reviewed among substances with possible endocrine-disrupting properties. The SCCS found it safe as a skin-lightening agent up to 1% (opinion of March 2022), so the EU limited it to face and hand products at that level.
